A pack that keeps dropping the car into reduced power is rarely failing all at once.

High-voltage packs are built from modules, and they do not degrade evenly. One module falling out of step with the rest is enough for the battery management system to protect itself by cutting available power, which is what the driver experiences.
The work is isolating which modules are actually failing, balancing cells back into step, and recoding the BMS so it stops derating the vehicle. Module-level repair is the alternative to replacing a whole pack.
Balancing is worth splitting into two jobs, because people are usually sold one and not the other. Bench balancing brings cells that have drifted apart back to a common state of charge. Real-time balancing is a strategy inside the battery management system, deciding how it moves charge between cells while the car is actually being driven and charged. A pack can be balanced perfectly on Monday and back out of step by Friday if the second half was never looked at.
Overcharge and discharge protection is the same system seen from the other side. The BMS holds an upper and a lower limit for every cell and cuts the pack when either is reached, which is what keeps a lithium cell away from thermal runaway at one end and out of deep discharge damage at the other. Those limits only protect anything if they match the cells that are physically in the pack, so they are set against what is fitted now rather than what was fitted when the vehicle was new.
After an impact the pack shuts itself down and stays down. That is designed behaviour: a crash signal opens the contactors and isolates the high-voltage system so that nobody working on the car meets pack voltage. It does not reset itself. Crash recovery means proving the pack is genuinely undamaged first, insulation resistance and cell voltages checked before anything is closed, then clearing the latched state and bringing the system back up. A vehicle that was shunted lightly and has sat dead ever since is the usual version of this.
Where a pack cannot be bought, it can be built. A custom pack is cell selection, module layout to suit the space actually available, busbar and interconnect work, and a management system configured to those specific cells with its own charge and discharge limits. That is the route for a conversion, for a vehicle whose original pack is no longer supplied, and for equipment that was never a car in the first place.
